Michael Manville, associate professor of urban planning, Luskin School of Public Affairs, UCLA, will focus on the opposition's self-reinforcing nature: "Over time, a suspicion of housing has become embedded in local planning, to the point where housing is now treated as a burden to be mitigated, rather than a social good that provides opportunity."
