UC Center Sacramento Special Workshop

With Darien Shanske, professor, School of Law, UC Davis; and Kirk Stark, Barrall Family Professor of Tax Law and Policy, School of Law, UCLA. This program will begin with a brief overview of the California tax system, to be followed by a summary of the major tax reform proposals at the federal level. The focus of this event will be on the proposed repeal of the federal income tax deduction for state and local taxes, which, if enacted, would substantially increase the after-tax cost of funding state and local government in California. Attention will also be given to the primary elements of the Ryan/Brady “Better Way Forward” tax plan (including the controversial Border Adjustment Tax), as well as the proposed reduction of rates under the Trump plan and the repeal of taxes included in the Affordable Care Act ("Obamacare"). This program is meant for an audience interested in tax policy at all levels of knowledge and sophistication.
